DEVELOPMENT MANUAL PLANNING SCHEME POLICY PROPOSED AMENDMENT 2023/2024

SECTION 22 OF THE PLANNING ACT 2016

Notice is given under the Planning Act 2016 that Townsville City Council seeks to make a major amendment to SC6.4 Development Manual Planning Scheme Policy (DMPSP) of the planning scheme for the City of Townsville (Townsville City Plan).

The purpose and general effect of the proposed amendment is to amend SC6.4 Development Manual Planning Scheme Policy, in order to:

  • Improve efficiency and user friendliness;
  • Improve safety in the design and delivery of cost-effective, sustainable infrastructure which is suited to the dry tropics climate;
  • Improve the consistency in the level of service that Council can financially sustain; and
  • Maintaining up-to-date standards and processes to ensure the policy remains relevant, accurate and consistent with stakeholder expectations.

Proposed Development Manual Planning Scheme Policy Amendments

The proposed DMPSP 2023/24 amendment comprises major, minor and administrative amendments.

The major amendment proposed changes to the following DMPSP schedules:

  • SC6.4.3 Standard Drawings.
  • SC6.4.5 Road Network Infrastructure.
  • SC6.4.6 Road Works and Traffic Control.
  • SC6.4.12 Landscaping and Open Space.
  • SC6.4.20 Outdoor Dining.

The administrative and minor amendments apply to the entire DMPSP and relate to editorial and formatting changes.


How can you get involved?

Council is seeking your input on the proposed amendments. Now is your chance to voice your opinions via a formal submission before the amendments are adopted.

The proposed amendments are available online or at the Townsville City Council's Customer Service Centre (ground floor) at 143 Walker Street, Townsville. Copies are also available for viewing and downloading in the “Documents” tab located on the right-side of the page.

How do you make a properly made submission?

Any person may make a submission regarding the proposed amendment. The requirements for making a properly made submission under the Planning Act 2016 are as follows.

A properly made submission is required to:

(a) be signed by each person (the submission-makers) who made the submission;

(b) be received during the period fixed under the Planning Act 2016 for making the submission;

(c) state the name and residential or business address of all submission-makers;

(d) state its grounds, and the facts and circumstances relied on to support the grounds;

(e) state one postal or electronic address for service relating to the submission for all submission-makers; and

(f) be made to the Townsville City Council, 143 Walker Street, Townsville QLD 4810 or via email at Cityplan@townsville.qld.gov.au


How long is the public consultation period?

Written submissions on the proposed amendment may be made to the Council during the consultation period which commences on Monday 20 November 2023 and finishes at 5pm on Monday 18 December 2023. Submissions must be received within this period.
