Community Consultation - Proposed Local Law 2 and Subordinate Local Law 2 (Animal Management) Amendment

Consultation on the proposed amendments to Local Law 2 (Animal Management) has now concluded.

Submissions are currently under review.

The next steps in the law making process are outlined as follows:

  • Upon finalising the consultation process, all submissions are reviewed by the relevant Council officers.
  • TCC officers assess and make further changes to the DRAFT acknowledging submissions that warrant consideration.
  • The revised DRAFT law is sent to the relevant State Government Agencies for review.
  • Once this has been accepted by the relevant State Government Agencies a final version of the law is prepared.
  • The final version of the law, with the supporting consultation report is presented back to Council.
  • Council must then take into consideration the Council officers recommendations, and make decision on whether they will accept and adopt the new version of the law.

Proposed Local Law 2 and Subordinate Local Law 2 (Animal Management) Amendment

Townsville City Council has proposed to amend the animal management local law:

  • Local Law 2 and Subordinate Local Law 2 (Animal Management) 2011

The purpose of this local law is to regulate and manage the keeping and control of animals in the local government area in a way that -
(a) balances community expectations with the rights of individuals; and
(b) protects the community against risks to health and safety; and
(c) prevents pollution and other environmental damage; and
(d) protects the amenity of the local community and environment.

In 2020, Council received over 7,000 customer requests relating to animal management.

To keep pace with growth and change in Townsville, Council has proposed a number of amendments.

Council believes these amendments strike the right balance between allowing residents to keep their pets while also ensuring those pets do not impact the amenity of the area.

Council invites public comment about the proposed amendments to this Local Law. You have until 5pm on Friday 29 October 2021 to lodge your submission.

Submissions by any person in support of, or objecting to, any aspect of the proposed amendments to the local law are invited for the period commencing on the publication of this notice and ending at 5pm on Friday 29 October 2021.

*PLEASE NOTE- the closure date for the consultation period has been extended by one week as it was previously advertised as October 22.

During the period for receipt of submissions, copies of the local law are open for inspection at Council’s Customer Service Centres located at 103 Walker Street, Townsville and 86 Thuringowa Drive, Thuringowa.

Bookings are essential when visiting the Thuringowa Customer Service Centre; you can book on Council’s website or phone 13 48 10.

Details of the amendment and copies of the local law may also be accessed on the document library section of this page.

Submissions must be received on or before 5pm on Friday 29 October 2021 stating:

  • the grounds of the submission; and
  • the facts and circumstances relied upon in support of the grounds.

Public comments will be considered and, where appropriate, changes made to the proposed amended law prior to the law being presented to the Council for adoption.

Council also wishes to advise the following Information Sessions will be held for residents who wish to speak directly with staff regarding the proposed changes to the law, and how they can provide feedback.

Please note - these information sessions are not a workshop or presentation.

The format will provide community members an opportunity to meet with key staff in an individual or small group format.
