Townsville City Council Plan July 2021 – June 2026

The Townsville City Council Corporate Plan is a strategic document which sets the direction for Council as we work to grow Townsville. It ensures we provide intentional leadership on the way the city grows into the future.

For Council it sets the direction to guide our work programs and investments. For business it provides a guiding framework to understand emerging opportunities and to align their practices.

We are Growing Townsville to secure our city’s future and maximise the opportunities of today and tomorrow.

This plan continues to focus delivery on the needs of the community and will drive value through innovative asset maintenance, service delivery and transformation to a carbon neutral Council by 2040. Providing services and assets that are safe, robust, efficient and environmentally sustainable will continue to be at the heart of Council operations. Innovation that creates value for residents and provides real-time information and support will become the driving philosophy.

This Plan has been based on community and industry feedback that Townsville, and Townsville City Council, must pivot to meet the rapidly changing needs of the future. To ensure the Townsville community and their values are at the centre of this plan Council completed a Liveability Study across the entire local government area in October 2020. The Liveability Study highlighted the values, aspirations and ideas of the community and has been used as a guiding piece for development of this plan.

Council recognises the vital importance of creating jobs to build our community, reducing unemployment and having a positive impact on anti-social behaviour. Attracting industries of the future and world class research and education opportunities will drive population growth and retain our residents.

We are inspired by our tropical lifestyle, our iconic natural environment and want to continue to deliver a “Smart Townsville” that provides a full and rich lifestyle for residents and visitors.

This draft Corporate Plan provides a vision, mission and broad goals to enable Townsville to become ‘A globally connected community driven by lifestyle and nature’. The plan will be adapted from the feedback received to further shape the goals and establish appropriate KPI’s. The details of how we work to achieve the goals of the corporate plan exist in the operational plans of Council.

Together, we will Grow Townsville.
